电梯管理新规—配(pei)装电梯应(ying)急电源

  从过去十几年电梯发展历程来看,我国电梯产量一直保持稳步增长,预计2018年增长速度在15%-20%之间。随着技术的不断发展和我国节能减排政策的不断落实,电梯节能与安全已经成为电梯发展的方向,为配合《特种设备安全与节能事业发展“十三五”规划》的实施,各地方政府纷纷出台电梯更换或改造计划,将到期需更换的电梯通过更换或技术改造替换成节能电梯。


  电(dian)(dian)(dian)梯(ti)(ti)(ti)(ti)在运(yun)(yun)行过(guo)程中安(an)全是(shi)(shi)最重要的(de)(de)(de)(de),备(bei)(bei)用电(dian)(dian)(dian)系统的(de)(de)(de)(de)使(shi)用尤(you)为(wei)关键,它可(ke)(ke)以确保(bao)电(dian)(dian)(dian)梯(ti)(ti)(ti)(ti)在停电(dian)(dian)(dian)以及突(tu)发(fa)状(zhuang)况(kuang)时候(hou)可(ke)(ke)以正(zheng)常(chang)运(yun)(yun)行,根据《居住区(qu)(qu)供配(pei)电(dian)(dian)(dian)设(she)(she)施建(jian)(jian)设(she)(she)标准》规定,多层高层的(de)(de)(de)(de)住宅用电(dian)(dian)(dian)属于一(yi)级负(fu)荷区(qu)(qu)域,用电(dian)(dian)(dian)单位应自备(bei)(bei)应急(ji)电(dian)(dian)(dian)源(yuan)(yuan)。但高层建(jian)(jian)筑刚开(kai)始(shi)兴建(jian)(jian)时,对这块要求不(bu)够严格,很(hen)多高层住宅小(xiao)区(qu)(qu)很(hen)少有(you)备(bei)(bei)用电(dian)(dian)(dian)源(yuan)(yuan)或设(she)(she)计双(shuang)(shuang)回(hui)路(lu)供电(dian)(dian)(dian),也少有(you)配(pei)备(bei)(bei)自用发(fa)电(dian)(dian)(dian)机的(de)(de)(de)(de),双(shuang)(shuang)线(xian)供电(dian)(dian)(dian)设(she)(she)施不(bu)多。“没(mei)有(you)备(bei)(bei)用电(dian)(dian)(dian)源(yuan)(yuan),电(dian)(dian)(dian)梯(ti)(ti)(ti)(ti)运(yun)(yun)行会(hui)(hui)面临较大的(de)(de)(de)(de)安(an)全隐患。”业内(nei)人士表示,在停电(dian)(dian)(dian)情况(kuang)下启动(dong)备(bei)(bei)用电(dian)(dian)(dian)源(yuan)(yuan),能够使(shi)电(dian)(dian)(dian)梯(ti)(ti)(ti)(ti)恢复正(zheng)常(chang)运(yun)(yun)行状(zhuang)态,而没(mei)有(you)备(bei)(bei)用电(dian)(dian)(dian)源(yuan)(yuan)的(de)(de)(de)(de)小(xiao)区(qu)(qu),往往会(hui)(hui)在停电(dian)(dian)(dian)时存在电(dian)(dian)(dian)梯(ti)(ti)(ti)(ti)困人等(deng)(deng)情况(kuang)。“不(bu)管是(shi)(shi)双(shuang)(shuang)回(hui)路(lu)电(dian)(dian)(dian)源(yuan)(yuan),还是(shi)(shi)配(pei)置发(fa)电(dian)(dian)(dian)机等(deng)(deng)应急(ji)措施,都需(xu)要在开(kai)发(fa)商设(she)(she)计建(jian)(jian)造(zao)房(fang)(fang)子时就事先建(jian)(jian)好(hao),如果等(deng)(deng)到房(fang)(fang)子建(jian)(jian)好(hao)投入使(shi)用后再想安(an)装那就难了”。


  那么(me)如何能(neng)在(zai)没(mei)有(you)备用(yong)电(dian)(dian)源的情(qing)况下,让电(dian)(dian)梯(ti)(ti)(ti)安全运(yun)行就变得尤为重要(yao),电(dian)(dian)梯(ti)(ti)(ti)应(ying)急电(dian)(dian)源的诞生(sheng)可以有(you)效的降(jiang)低(di)电(dian)(dian)梯(ti)(ti)(ti)的安全隐(yin)患。电(dian)(dian)梯(ti)(ti)(ti)在(zai)使(shi)用(yong)过程中遇到(dao)软故(gu)障(非电(dian)(dian)梯(ti)(ti)(ti)安全回路(lu)、门锁回路(lu))或(huo)供电(dian)(dian)系统故(gu)障(缺相、停电(dian)(dian)、火警),电(dian)(dian)梯(ti)(ti)(ti)应(ying)急装置则会自动投入(ru)使(shi)用(yong)并帮助电(dian)(dian)梯(ti)(ti)(ti)继(ji)续运(yun)行工(gong)作,将(jiang)电(dian)(dian)梯(ti)(ti)(ti)轿(jiao)厢平缓(huan)运(yun)行到(dao)就近层站平层、开(kai)门,从(cong)而确保(bao)轿(jiao)厢内(nei)乘客能(neng)够得到(dao)及时、安全的全自动救援保(bao)护。


  自2017年3月4日起实施的《西安市电梯安全管理办法》第二十一条规定: 学校、幼儿园、医院、地铁、地下通道、车站、商场、体育场馆、旅游景点、会展场馆、公园等公众聚集场所及住宅新安装或者移装的乘客电梯,供电系统未设置双回路供电的,应当配置备用电源或者安装电梯应急平层装置。


  自2018年2月1日起实施的《陕西省电梯安全监督管理办法》第十一条规定: 建设单位应当委托建筑设计单位按照国家、省有关规定和标准规范,根据电梯的使用频率、使用场所等因素,设计电梯的数量、参数,设置双回路供电系统、备用电源或者应急平层装置之一,配备电梯视频监控设施,并综合考虑急救、无障碍通行等功能。


  第二十一条规定:机场、车站、客运码头、商场、体育场馆、会展场馆、公园、影剧院、学校、幼儿园、医院、地下通道等公众聚集场所的在用乘客电梯和在用住宅电梯使用单位,应当根据实际情况,对电梯进行双回路供电或者配置备用电源或者应急平层装置改造,安装电梯视频监控设施。


  由此(ci)可(ke)见,各地政府已(yi)(yi)经开始加大对电梯使用(yong)过程中(zhong)的安(an)全(quan)规范(fan),电梯应急电源的安(an)装(zhuang)使用(yong)已(yi)(yi)经成(cheng)为标准配置(zhi)之一。
